New Year's Message from the NTT DoCoMo CEO

Happy New Year! It gives me great pleasure to extend these greetings as we start another year.

DOCOMO reaffirmed its customer-focused approach by initiating a series of dramatic changes in 2008. We kicked off the fiscal year in April by issuing the New DOCOMO Commitments, an official proclamation of commitments to our customers. In July, we introduced our first corporate rebranding in 16 years to better reflect our renewed customer focus and return to our core principles, and we also merged our eight regional subsidiaries into the parent NTT DOCOMO to enhance nationwide customer service. In November we further strengthened our handset and service lineup to better meet customers' needs by introducing four all-new series of handsets grouped by lifestyles, and by launching i-concier™ to provide automated, concierge-like mobile services.

In this new year, based on our "Change and Challenge" action plan we announced in October, we will continue to enrich customer satisfaction through our hands-on approach to service, and launch new initiatives for steady growth. The year 2009 will indeed be crucial to DOCOMO's long-term success.

Several key themes will distinguish this year, namely: personalized services, converged services, evolved video services and social support services.

•Services will be further personalized through real-time immediacy, personal authentication, GPS location and more.
•Customers' lives will be enriched with services linking mobile phones to home appliances and many other devices.
•Mobility will be fully leveraged for advanced video services, such as downloading movies and other extra-large files, for increased convenience and enjoyment.
•New value will be created through social support services for environmental protection, safety and security, healthcare and more.
The foundation of these new DOCOMO services will be handsets and networks, which we will continue to develop and refine. Not only will we diversify handset designs and interfaces, we will contribute to the standardization of international mobile platforms by applying the knowledge we have gained in developing Linux® and Symbian™-based handsets. We will also adopt open platforms, such as Android and Windows Mobile®, to encourage more industry participants to develop innovative new applications and services.

Regarding networks, we will complete the technical development of Long Term Evolution (LTE) system within the current year, in preparation for the planned launch of this system in 2010. LTE will enable super-fast, very low-latency, extra-large capacity packet transmissions for enriched mobile-broadband services. LTE will also help to optimize the allocation of functions between networks and handsets for advanced services, and it will minimize the burden of rapidly increasing network traffic.

As DOCOMO strives to fulfill these objectives, the company will steadfastly honor its social responsibilities as a responsible corporate citizen and continue to be committed to sustainable development of society. To maximize the potential of mobile phones to serve society as highly useful tools for everyday life, DOCOMO will contribute to greater mobile safety and security by educating people about societal issues, including potential cyber-hazards such as the use of dating sites by youngsters and the use of mobile phones for crimes such as fraud. In addition to promoting more informed awareness and usage, we will also functionally enhance our Access Restriction Service for the prevention of access to certain sites.

DOCOMO aims to earn the loyalty of its customers by connecting people to people and opening the door to the future. Our products and services, backed by assured quality and reliability, place unlimited potential in people's hands. We, the members of NTT DOCOMO, will continue to build on these strengths to deepen our connections with customers and enhance their satisfaction with our company.

Best wishes for a healthy and rewarding new year!

Ryuji Yamada, President & CEO
