Plastic Media Company proposed solution to take part in the vote of all the subscribers of mobile network operators operating in the region. In total, the experiment was attended by over 3000 people (about one-third of all voters in Raduzhny), which showed high potential for «mobile» elections.

The initiative to conduct the experiment belonged to the Electoral Commission of the region and the territorial election commission closed administrative-territorial «city Raduzhny» with methodical, organizational and technical assistance from the Federal Center of Informatization of the CEC of Russia and the Russian Center for Learning Technologies at polling CEC of Russia.
