ComNews Review: the development of mobile communication in the CIS countries in the 1 st half of 2009

Company ComNews Research has published a bulletin on the results of the development of mobile communications in the four largest CIS countries - Russia, Ukraine, Kazakhstan and Uzbekistan in the first half of 2009, which noted that in these countries during this period, revenue growth has slowed sharply mobile operators. In Ukraine, the volume of the market altogether dropped. In all countries, declining revenue per subscriber, although prior to the crisis in Russia and Ukraine ARPU increased. At the same time reducing costs for communication subscribers are not accompanied by a decrease of voice traffic, which indicates an increased amount of cheap or free calls within the network.

In Russia in the first half of 2009 revenues from mobile services increased by only 7% compared to the same period the previous year, amounting to 337.1 billion rubles. Before the crisis, there was much more marked increase in income - for the period from 1 half of 2007 on 1 half 2008 revenues from mobile services in the country increased by 27% in ruble terms.

The main reason for the slowdown, according to ComNews Research - Optimization of consumption of mobile services subscribers. VAS segment generated 16%, then a year later - 65% increase in the amount of income. Accordingly, the share of VAS increased from 13,2% to 16,6% of total revenues of operators. In Ukraine, revenues from mobile services (in national currency) in 1 half of 2009 decreased by 5% over the same period last year, to 11.2 billion hryvnia. At the heart of falling incomes is a deep economic crisis, impoverishment of the population and the continuing decline in the number of subscribers.

An important factor in reducing income is also a lag in the development of third generation networks, resulting in the Ukrainian segment of the additional services does not show such rapid growth, as in Russia.

On the reduction of the activity operator's subscribers (primarily, the MTS-Ukraine) responded to measures to stimulate consumption at the expense-to-market proposals to be internal free conversations. These measures have stimulated the fall ARPU and ARRM - already low average cost per minute during the crisis fell by more than 40%. In Kazakhstan, the growth of revenues from mobile services also slowed down to: the market grew by only 5% compared with 1 half of the previous year, from 101 to 106 billion tenge. A year earlier the rate of growth of income from mobile telephony in this country amounted to 26%.

Among the factors slowing growth - worsening the quality of subscriber base by recruiting malogovoryaschih subscribers, as well as in other countries, the overall trend in savings for telecommunication services. Further confirmation of this trend is the evolution of the MoU, which, unlike in neighboring countries, not only increased but even decreased.

In Kazakhstan, the desire to save for mobile services traditionally due their high cost. Uzbekistan remains one of the fastest growing cellular markets, not only in the CIS, but also throughout the world - the number of subscribers for the year increased by more than 60%. In this country the mobile market is far from saturation, and a set of subscriber base remains the main driver of revenue growth.

Nevertheless, here too there is a significant slowdown in revenue growth - if in 1 half of 2007 - 1 half of 2008. revenues from mobile services in the country almost doubled, then 1 half of 2008 - 1 half of 2009. increased only by 38%.

Due to a set of "cheap" customers and distribution packages included free traffic and ARPU ARRM denominated in national currency for the year fell almost a quarter. As a result, Uzbekistan boasts one of the lowest cost per minute of conversation among the 12 countries of the region. Uzbekistan also has one of the lowest in the CIS and world indices ARPU.
