Megaphone: is opened Russia's first situation center of mobile connection
In Moscow began work the country's first situation center of mobile connection, created for guaranteeing the fitness for work of network “megaphone” in the entire territory of the Russian Federation with the appearance of extraordinary situations. Center is expanded on the base of the first all-Russian operator of mobile connection “megaphone”. In the ceremony of the discovery center participated the minister of connection and mass communications RF Igor [Shchegolev], chief of national control center in the crisis situations of MChS (emergency and disaster relief ministry) RF Vladimir Stepanov, the Director-General of joint stock company “megaphone” Sergey [Soldatenkov], the representatives of state structures and specialists in the region of mobile connection.
The basic task of situation center is interaction of operator with the operations duty officers of MChS, the representatives [Minkomsvyazi] and other departments with the appearance of a threat or the appearance of extraordinary situations in different regions of the country. Also the tasks of center include the organization of the notification of the subscribers of mobile connection about the extraordinary situations or the threat of their appearance, control and coordination of reparative works on the objects of the connection of network “megaphone” with overcoming of the consequences of extraordinary situations.
In the regime of real time situation center conducts the twenty-four hour monitoring of contingency situations and change of the loads in the mobile network, which can be the consequence of extraordinary situations. Data enter megaphone the panel of the operations duty officer, who if necessary notifies public organs and regional services of the quick response. In accordance with the norms accepted the specialists of megaphone at any moment are ready to ensure the objects of connection with autonomous electric power supply, by the forces of on-duty engineers to remove the emergent with the extraordinary situations malfunctions of equipment, to realize other measures for the restoration of fitness for work in any section of network.
The special regulations, which regulates interaction of state structures and mobile operator in the case of the appearance of extraordinary situations and in the period of overcoming their consequences, is developed together with MChS. In particular, megaphone is capable to conduct the information of the subscribers of mobile connection about the actions, which must be undertaken in such situations, and also about the numbers of telephones (“hot lines”), on which it is possible to obtain the necessary information. For the first time scale notification of subscribers was organized on March 29, 2010 in Moscow after tragic events in the capital metro.
The design of situation center is realized taking into account the problems, stated in September 2009 on the board Of [minkomsvyazi] RF (“the guarantee of functioning of the communication network of general use with the extraordinary situations on the critically important objects”). Center is expanded by operator within the compressed periods and underwent tests on base of the capital branch of joint stock company “megaphone”.
