FSSP Russia and operators of the "Big Three" have reached agreements on information exchange
Federal Bailiffs Service of Russia, VimpelCom, MTS and MegaFon announced the signing by all parties to the Agreement on the basis of information exchange.
In August 2010 the amendments to the Federal Law "On Bailiffs" and Federal Law "On Enforcement Proceedings", clarifying the procedure for obtaining and using bailiffs personal data of individuals for the purpose and amounts required to implement the requirements of executive documents. In order to implement these changes in legislation in September 2010 established a working group to discuss the draft Agreement on cooperation between Russia and the FSSP operators.
As a result of joint work carried out within the working group reached final agreement on the exchange of information about the subscriber numbers of debtors in enforcement proceedings, and to develop clear mechanisms for cooperation.
Signed a quadripartite agreement defines the procedure for granting and the amount of information about the subscriber numbers of debtors in enforcement proceedings in accordance with fundamental principles of the established federal law "On Bailiffs," "On Enforcement Proceedings" and "personal data". Under the terms of the Agreement will provide telecom operators FSSP Russia requested information about the subscriber numbers, designed for debtors in enforcement proceedings, known addresses of their registration, passport information, information about the amount of payments provided by the operator for the two months preceding the request without specifying the balance at the time of the request. Agreement provides for a procedure for collecting debts by debiting the accounts of mobile operators.
A certain amount of information transmitted Agreement will help create an information field between the debtor and the state and will establish a voluntary repayment of debt.
Exchange of information will be at the federal level through a single automated workflow system. Under the signed agreement will operate a working group whose aim is to take operational decisions on matters arising during the implementation of agreements reached. Parties to the Agreement is not opposed to accession by other telecom operators.
