Law on "mobile slavery" adopted in the second reading
As we wrote in November, the State Duma adopted in the first reading of an amendment to the law "On communication", which regulates the issue of so-called "mobile slavery." As a result, subscribers will be able to move from one operator to another while retaining the mobile number. True, Russian operators have asked for a stay: in their view, to implement mobile number transfer service (MNP, Mobile number portability) may be on or after 1 March 2014, but not to the December 1, 2013, as prescribed by the new law. Now, however, the State Duma adopted the amendment to the law "On Communications" in the second reading, and the request of operators disregarded - in the law is still set for 1 December of the following year. Also there to indicate that the subscriber for this service may charge a fee, but it should not exceed $ 100. In addition, information on the transfer number of the operator will gather in a special database. At the moment, the implementation process of the new service is not yet fully completed: it is not clear how it will be funded within the territory in which to work and how to route calls. However, the government will have time to consider these points.
