Mobile number portability will be in Russia in the next year

According to the Ministry of Communications, now in its third reading the State Duma approved a bill on the introduction in Russia of the principle of mobile number portability (MNP, mobile number portability). If adopted, the document will be effective from December 1, 2013. The Ministry of Communications is preparing the necessary regulations - the base for the timely fulfillment of the requirements of the bill.

The bill grants the cellular subscribers the right to keep the mobile number when changing operators, and users will only need to write an application and pay the debts of the company due to which he has decided to end the relationship. Cost of the service should not exceed $ 100, it is written in the relevant article of the bill. In the next three months after the law should develop Minkomsvyazi 24 by-law regulating the interaction between the operators as well as between the company and the subscriber.

" Improving the quality of communication - a top priority of our work , - said Deputy Minister of Communications Denis Sverdlov. - We believe that the introduction of MNP will positively impact on the quality and availability of mobile services: will be removed one of the main barriers that prevent customers to choose the best in their view of the operator. In turn, we will promptly prepare all the necessary regulations for the implementation of the principle of MNP. According to our estimates, the competent implementation of number portability services it will use about 3 million subscribers in Russia . "
