Huawei Calls for Collaboration in Building Broadband Competitiveness at ITU World Telecom 2013

Huawei, a leading global information and communications technology (ICT) solutions provider, has called for greater collaboration across the industry during its participation at the International Telecommunication Union’s (ITU) World Telecom 2013 event in Bangkok, Thailand. At the Broader Way forum co-hosted by Huawei and ITU, Mr. Ken Hu, deputy chairman and rotating CEO of Huawei, said in his opening speech that broadband network development requires country-specific models and collaboration across industries and sectors, and that broadband has now become a core economic competency for any country.

During his speech; "Creating win-win outcomes and building broadband competitiveness through collaboration", Mr. Hu stated that broadband networks have become a critical component of digital society infrastructure. According to the latest statistics, digital infrastructure, represented by the broadband Internet, has surpassed highways in terms of economic importance, contributing over 35% to global economic output. Mr. Hu went on to say that broadband network development faces a variety of difficulties and challenges, especially in terms of investment model, construction cost, and collaboration along the value chain. It requires a better knowledge of all the difficulties and challenges, in addition to a country specific solution to develop the broadband network.

Over 70% of the cost of broadband network construction is spent on the purchasing spectrum; acquiring site resources, and deploying pipes, and cables. This creates a need for governments, international organizations, and industries to better collaborate, and develop policies and standards to promote cross-industry collaboration with the aim of reducing costs and driving future development.

Mr. Hu said, "Practices have proven public-private Partnership (PPP) to be the most efficient and effective way to achieve national broadband, where carriers with their own strengths are motivated and attracted to taking the lead in broadband network construction, with investments and subsidies from governments."

Huawei advocates facilitating broadband network development through the broader application of technology itself, especially in developing the industry value chain through collaboration across the areas of device, pipe, and cloud. "We believe that affordable devices in various form factors, and a wide variety of applications for individual, household and enterprise are the important driving force behind broadband network development," Mr. Hu added.

Mr. Zhao Houlin, deputy secretary-general of ITU, said in his speech that, "Broadband network development faces many challenges which will require the combined efforts of governments, industries, research institutes, and other stakeholders. Huawei has been very active in promoting the global broadband network development and supporting the efforts of ITU and other regional and international organizations. ITU hopes to work more closely with Huawei and other partners to facilitate the development of global broadband development."

The Broader Way Forum was co-hosted by Huawei and ITU with the theme "Broadband Enriching Everything". It attracted an audience of more than 120 government officials, regulators, and industry experts.

ITU World Telecom was established by ITU, the United Nations specialized agency for telecommunications, in 1971.
