The first session of the conference was devoted to general issues of development of the market of consumer electronics and the analysis of those events which significantly impacted the market over the past year.
Alexander Onischuk, president of the Association of trading companies and manufacturers of electronic and computer equipment RATEK, opening the conference, students presented a review report on the state of the market and key news. Among the negative developments for the Russian business Mr. Onischuk noted that the FAS is the recognition of «parallel» imports, the lack of remains of the Trade Act, the care of the business Yevgenia Chichvarkin, as well as the transfer route from Moscow to the border of Russia, which has not yet been adapted for the rapid and qualitative services.
He described a number of threats that exist for the domestic market of consumer electronics: the main one is the crisis, which compels consumers to seek cheaper goods and contact suppliers «black» product that provokes unfair competition to which can be even larger companies. Non-tariff regulation also imposes restrictions on the importation of goods that do not relate to taxes and duties, especially the products with wireless technologies. Import of radio electronic facilities (Wi-Fi, Bluetooth, radionyani, navigators, etc.) in Russia in general, represents a problem because of what a Russian consumer always receives the news at 6 months later than the west.
Mr Onischuk described outputs from the current situation which sees the Association RATEK. Proposed to eliminate, or at least streamline the monitoring of importation of radio-electronic products and to strengthen control over their use, for which you need to cancel a provision of the import RECs in the order of the Russian Federation Government dated 5 June 1995, the number 643 «On the order of manufacture, purchase, import and use in Russia in the territory of the Russian radio-electronic means (high-frequency devices). With regard to the Law on Protection of Consumer Rights, the Association RATEK is working on its improvement and inclusion in the group «technically complex» of a number of commodities, such as multifunction devices wireless, multifunctional digital electronics, instrumentation with LCD display, HDTV and others. While this would restrict the rights of consumers returning goods, as a result of such a step would improve the pricing policy of companies by reducing the number of products entering into marriage. Japanese Nomura Research Institute, reported the students on the dynamics of changes in consumer preferences in the market of electronics. The first was made by Mr. Nonaka - Senior Consultant Institute, who presented the characteristics of middle class consumers in the Russian Federation. The purchasing power of Russia's population grew rapidly in 2000-ies and significantly ahead of other BRIC countries, and is projected to continue further growth.
