China market: CMMB mobile TV market shrinking

Policy flip-flops and patent issues pertaining to the implementation of the China Multimedia Mobile Broadcasting (CMMB) mobile digital TV standard have slowed the development of the CMMB industry in China, according to market sources in Taiwan.

The CMMB market has shrunk rapidly since the fourth quarter of 2008 after administrators placed CMMB mobile digital TV under a conditional access (CA) system, the sources indicated.

The administrators also began to push CMMB paid TV programs by implementing a trial payment collection system in Shanghai early in 2009, the sources noted.

In addition, China-based MiTi Technologies, a CMMB solution vendor under China's State Administration of Radio, Film and Television (SARFT), also announced recently that some CMMB chipset vendors, including Israel-based Siano, are not yet officially licensed to produce CMMB chipset solutions. This announcement prompted a number of solution vendors to reconsider joining the CMMB segment, the sources asserted.

Although SARFT claims that the total CMMB subscribers has surpassed four million, industry sources estimate the number is currently closer to 1.5 million.
