Taiwan NCC decides to shift pricing for fixed-line to mobile calls to fixed-line operators
Taiwan's National Communications Commission (NCC) on July 28 passed a regulatory amendment to shift the pricing rights for voice calls from fixed-line telephones to mobile phones to fixed-line telecom carries beginning 2011, according to NCC.
Currently, NCC allows mobile telecom carriers to set prices for voice calls and pay interconnection fees to the corresponding fixed-line telecom carriers. This was because, when Taiwan's mobile networks emerged in 1997, Chunghwa Telecom (CHT) had a monopoly on fixed-line networks and mobile telecom carriers were significantly disadvantaged in competition, NCC explained.
In light of the international convention that pricing rights are the responsibility of the operator of the outgoing call rather than the receiving end, NCC decided to change its policy. The shift of pricing rights will result in decreases in charge rates for voice calls from fixed-line telephone numbers to 2G mobile phones by 9.08% at most, and to 3G ones by up to 21.7%, NCC pointed out.
In order to minimize the impact of the shift on mobile telecom carriers, CHT is required to pay progressively decreasing fees from NT$1.956/min to NT$0.3461/min during a period of transition from 2011 to 2016, NCC pointed out.
